Constitution (draft) of the Alumni Association
Master of Arts in English Language Teaching and Assessment (MA-ELTA)

Chapter 1: General Provisions
Article 1: Name and Nature
- This organisation shall be named the “Alumni Association of the Master of Arts in English Language Teaching and Assessment (MA-ELTA), The Hang Seng University of Hong Kong” (hereinafter referred to as the “ELTA Alumni Association”), and is a non-profit legal entity voluntarily formed by alumni of the said programme in accordance with the relevant laws and regulations of the Hong Kong Special Administrative Region, China.
- The ELTA Alumni Association is dedicated to fostering connections among graduates of the MA-ELTA programme in the Department of English, School of Humanities and Social Science, The Hang Seng University of Hong Kong, enhancing cooperation and communication between alumni and their alma mater, and promoting the professional development and social influence of alumni.
Article 2: Purpose
The purpose of the Association is to promote communication and cooperation among alumni, support the development of the alma mater, serve society, and comply with the laws and regulations of the Hong Kong Special Administrative Region.
Chapter 2: Scope of Business
Article 3: Scope of Business
The scope of business of the Association mainly includes:
- Regularly organising alumni activities to strengthen connections and communication among alumni.
- Supporting the educational, research, and cultural activities of the alma mater.
- Promoting cooperation among alumni in career development, academic research, and other areas.
- Providing information services and career development support to alumni.
Chapter 3: Membership
Article 4: Membership Eligibility
All current students and graduates of the MA-ELTA programme in the Department of English, School of Humanities and Social Science, The Hang Seng University of Hong Kong, who endorse this Constitution and voluntarily join the Association, may become members.
Article 5: Rights and Obligations of Members
Members shall have the rights to vote, to be elected, and to participate in decision-making, as well as priority access to the services provided by the Association. Members are obligated to comply with the Constitution of the Association, execute its resolutions, safeguard its legitimate rights and interests, complete tasks assigned by the Association, and pay membership fees as stipulated.
Chapter 4: Organisational Structure
Article 6: Organizational Structure
The highest authority of the Association is the General Assembly of Members. The executive body is the Executive Committee, and the permanent body is the Secretariat.
Article 7: Executive Committee (Exco)
The Executive Committee (Exco) is the decision-making body of the Association, consisting of the President, Vice Presidents, Secretary-General, Treasurer, and other Exco Members. Exco Members are elected by the members of the Alumni Association for a term of two years and may be re-elected consecutively.
Article 8: President and Vice Presidents
The President is the legal representative of the Association and is responsible for its overall work. The Vice Presidents assist the President in his/her work.
Article 9: Secretary-General The Secretary-General is responsible for organising and coordinating the daily work of the Association.
Article 10: Treasurer
The Treasurer is responsible for the financial management of the Association.
Article 11: Board of Supervisors
The Board of Supervisors is responsible for overseeing the financial and operational activities of the Alumni Association. Members of the Board of Supervisors are elected by the members of the Alumni Association for a term of two years and may be re-elected consecutively.
Chapter 5: Principles of Asset Management and Use
Article 12: Asset Management
The assets of the Association come from membership fees, donations, government grants, and must be used for the business scope and development stipulated in this Constitution.
Chapter 6: Amendment Procedures for the Constitution
Article 13: Amendment of the Constitution
Amendments to this Constitution must be proposed by the Exco and approved by the General Assembly of Members.
Chapter 7: Termination Procedures and Disposal of Assets upon Termination
Article 14: Termination Procedures
In the event of dissolution or other reasons requiring termination of the Association, such termination must be approved by a vote of the General Assembly of Members.
Article 15: Disposal of Assets
The remaining assets of the Association upon termination shall be handled in accordance with the relevant regulations of the Hong Kong Special Administrative Region.
Chapter 8: Supplementary Provisions
Article 16: Effectiveness
This Constitution shall come into effect from the date of its approval by the General Assembly of Members.
The above draft constitution is formulated in accordance with the relevant laws and regulations of Hong Kong and the actual situation of the Alumni Association, aiming to provide a legal framework and organisational guidance for the establishment and operation of the Alumni Association of the Master of Arts in English Language Teaching and Assessment (MA-ELTA), The Hang Seng University of Hong Kong.
